For beginners you can't wrong here. I am not a beginner but it is closest to where I stay so for my first outing of the season a good warm up. Not many people there at 8:30 when some lifts start. Very nice day today and most of it was open. What wasn't open was easily accessible, though. Ski patrol didn't seem to care about off piste or getting creative on closed runs. They just kind of laughed it off. I spent about 6 hours on the mountain and didn't see everything so it's a good size. It was really icy at the bottom especially later in the day so that's something for beginners to keep in mind.
I went to the Tashiro on the Emperors B'Day Public Holiday for my first visit, mainly as there was no snow anywhere else in Niigata. I give it 4 stars purely for the snow and runs only. The facilities at this resort are pathetic.
